Summary
In a pivotal step towards modernizing Egypt’s healthcare and insurance ecosystems, the General Authority for Healthcare and the Insurers Federation of Egypt signed a groundbreaking Memorandum of Understanding (MoU) aimed at digitizing health services, expanding insurance inclusion, and strengthening public-private collaboration in the sector.
The agreement was formalized during the prestigious Africa Health ExCon 2025, held under the patronage of President Abdel Fattah El-Sisi at the Egypt International Exhibition Center, under the theme: “Innovation and Independence: Leveraging AI and Local Manufacturing to Empower African Health Systems.”
Forging a Digital Bridge Between Health and Insurance
The MoU was signed by Dr. Amir El-Telwany, Executive Director of the General Authority for Healthcare, and Mr. Alaa El-Zohairy, Chairman of the Insurers Federation of Egypt, in the presence of Dr. Ahmed El-Sobky, Chairman of the Authority, and Ms. Hadeel Abdelkader, Secretary General of the Federation, along with senior executives from insurance and healthcare companies.
The agreement lays the groundwork for a shared digital infrastructure that connects patient care with financial protection, enabling real-time service access, enhanced transparency, and data-driven decision-making.
A Long-Awaited Collaboration Comes to Life
Although originally planned to be signed during the AfCII 2025 Microinsurance and Inclusive Insurance Conference in Luxor last May, the MoU was activated at Africa Health ExCon to emphasize the urgency and shared commitment of both parties to move from planning to execution.
Implementation Plan to Launch Next Week
Ms. Hadeel Abdelkader confirmed that a joint working group will begin immediately developing an actionable roadmap to operationalize the agreement, with a formal launch expected next week. This plan will include timelines, digital integration strategies, and KPIs to ensure measurable progress in achieving inclusive healthcare coverage.
Key Objectives of the MoU
The agreement seeks to:
-
Expand access to health insurance, especially for underserved populations
-
Develop a unified digital system to manage health and insurance records
-
Encourage innovation through AI-driven claims processing and risk assessment
-
Support financial inclusion by integrating informal sector workers into the insurance system
-
Enhance cross-sector knowledge exchange and regulatory harmonization
Building a Smarter, More Inclusive Future
Dr. Ahmed El-Sobky stated that the MoU reflects Egypt’s commitment to universal health coverage through smart partnerships that bridge institutional gaps. He emphasized that future health systems must be inclusive, tech-enabled, and financially sustainable.
Mr. Alaa El-Zohairy, representing Egypt’s largest insurance umbrella organization, added that this partnership symbolizes a strategic shift in how insurance supports public health goals, moving beyond policy issuance to becoming a pillar of Egypt’s healthcare transformation journey.
