Dugan’s background
In 2012, Duggan acquired Australian citizenship; his spouse and children are also Australian. Between 2014 and 2022, Duggan resided in China. In 2016, at the US embassy in Beijing, he renounced his American citizenship. The United States maintains that he instructed Chinese pilots prior to that date while he was still an American citizen.
In October 2022, Duggan was apprehended by the Australian federal police in New South Wales, shortly after his return from China. Since that time, he has been incarcerated in a maximum-security prison, rendering him incapable of evading to an embassy, as Julian Assange and another Australian national who is currently facing extradition to the United States were able to do in Britain.
Duggan is a party to a broader US indictment that encompasses seven co-conspirators, among them the convicted Chinese hacker Su Bin.
